Relevant Experience in third-party monitoring

Since 2009, TCS has collaborated with a diverse array of partners to implement both large- and small-scale socioeconomic data collection, Third-Party Monitoring and management projects. Our extensive experience and expertise have enabled us to successfully train over 630 enumerators in essential skills, including quantitative household interviews, field data analysis, ethics, and quality assurance.

Currently, TCS is implementing three Third Party Monitoring projects involving regular data collection, enumerator training and management, data analysis, reporting and stakeholder engagements for consultation and validation of data. Through these projects TCS has it foots on the ground to mobilize local resources and engage communities particularly communities in Jubbaland, Southwest State, Galmudug and Puntland regions where TCS is implementing “the Third-Party Monitoring, Evaluation and Learning (TPM) for Building Reconciliation and Peace through Inclusive Dialogue, Gender Equality, Sport and Protection of Cultural Heritage project for the European Committee for Training and Agriculture (CEFA) in Puntland and Galmudug States. A section detailing our ongoing and recent projects, is presented in below for reference.

Our consultant database is robust and versatile, allowing us to manage projects of any scale efficiently. We can mobilize our trained enumerators within 72 hours to undertake large-scale data collection exercises using tablets, ODK, Kobo, or traditional printed forms for close questionnaires. This flexibility ensures that we can meet the unique needs of each client and effectively address specific access constraints.

i. Third-Party Monitoring, Evaluation and Learning (TPM) for Building Reconciliation and Peace (Ongoing Assignment 2024-2026)

TCS is currently implementing this TPM for the “Building Reconciliation and Peace through Inclusive Dialogue, Gender Equality, Sport, and Protection of Cultural Heritage” project. This project, funded by the European Union and implemented by the European Committee for Training and Agriculture (CEFA), was carried out in Puntland and Galmudug States.

  • Conducted a thorough desk review of internal and external materials relevant to the study and project.
  • Prepared and presented an inception report detailing our understanding of the Terms of Reference (ToR) and how the assignment would be carried out.
  • Developed tailored data collection tools and materials to accurately capture the necessary information.
  • Conducted extensive data collection and analysis to ensure data integrity and relevance to the project goals.
  • Produced a draft report incorporating initial findings and feedback, followed by a comprehensive final report.

ii. Labor Market Study on the Participation of Skilled Workers in Puntland with Golis Telecommunication Company 2023

TCS conducted a market research study in collaboration with Golis Telecommunication Company, aiming to enhance the relationship between skilled technicians and clients in Puntland.

  • Assessed the demand for skilled workers in the labor market and explored avenues for supporting and enhancing their capacities.
  • Conducted surveys and interviews with 1,192 technicians to gather data on skills, employment status, challenges, and opportunities.
  • Analyzed data to identify trends and patterns in the demand for skilled workers and key challenges.
  • Developed a detailed report with findings and recommendations for enhancing the capacities of skilled workers.

iii. Puntland Gender and Socio-Economic Impact Assessments of Covid–19 Pandemic 2020

TCS carried out a rapid Gender and Socio-Economic Impact Assessment of Covid–19 on the livelihood of people in Puntland in partnership with Humanity Worldwide.

  • Conducted desk reviews, household surveys, Key Informant Interviews (KIIs), and observations.
  • Collected data from 851 households using probability random sampling across three cities in Puntland.
  • Utilized trained enumerators to generate data using CAPI/Tablets and performed data analysis using SPSS and Excel.

iv. The Dan-wadaag Consortium Baseline and Context Analysis – “Improving the Social Contract through Inclusive and Transparent Disaster Risk Management” in Somalia

The Danwadaag Project, funded by the Embassy of the Kingdom of the Netherlands, aims to improve the social contract through inclusive and transparent disaster risk management in Somaliland and Puntland.

  • Conducted desk reviews of materials relevant to the study and project.
  • Developed data collection tools and materials tailored to the project’s needs.
  • Produced a comprehensive final report based on feedback from the project consortium team.

v. USAID Accelerated Basic Education Program – Registration of Out of School Children 2019

TCS played a pivotal role in the USAID-funded Bar ama Baro (Teach or Learn) Accelerated Basic Education Program in Somalia, registering 100,000 out-of-school children.

  • Developed an Accelerated Basic Education (ABE) system tailored to the educational needs of the targeted regions.
  • Trained 12 Trainers of Trainers (TOTs) and 190 enumerators across 11 locations.
  • Enrolled more than 100,000 out-of-school children through active community engagement.
  • Ensured collaboration with government and community stakeholders for program success.

vi. Malawi’s Unified Beneficiary Registry (UBR), Phase 1 Data Collection in 2018

TCS led the large-scale data collection for the Unified Beneficiary Registry (UBR) in Malawi, covering 2.08 million beneficiaries in four districts.

  • Developed a harmonized UBR data collection tool with sections including Household Information and Food Security.
  • Pretested the tool in Thyolo district and revised it based on feedback.
  • Achieved 95% registration of households in the designated districts.

vii. Education Management Information System (EMIS) Data Collection in Puntland, Somalia

TCS led a large-scale data collection project for the Education Management Information System (EMIS) in Puntland, in partnership with the Ministry of Education and Higher Education.

  • Conducted an EMIS Copping Study and provided training to local staff for effective data collection.
  • Collected data from 108,000 students and 3,339 teachers across 537 educational institutions.
  • Generated accurate reports for educational decision-making and informed policy development.
