The District Investment Plan data collection exercise has been successfully implemented across 32 districts in Southwest State, Hirshabelle State, Galmudug, and Jubbaland.

Using a standardized and participatory methodology, the process achieved:

  • 384 Focus Group Discussions (FGDs)
  • 480 Key Informant Interviews (KIIs)
  • 64 Community Validation & Social Mapping Sessions
  • Up to 5,760 stakeholders engaged

 

District authorities, farmers, pastoralists, women’s groups, youth representatives, civil society actors, and sector departments actively participated in identifying development priorities and investment needs.

The DIP process has generated costed, evidence-based investment pipelines focused on water security, agriculture and livestock productivity, climate resilience, and improved service delivery.

With coverage across 32 districts, the DIP exercise represents one of the most comprehensive district-level planning efforts in Somalia, strengthening decentralized governance and supporting coordinated investment under national development frameworks.
