Summary

This background report provides an overview of Somalia’s peacebuilding, state formation, federalism, and democratization trajectory from the collapse of the central government in 1991 through 2019. It examines the evolution of federal governance and Federal Member States, constitutional development, rule of law, traditional clan structures, political participation, and democratic institutions. The report also reviews democratization experiences in Puntland and Somaliland and discusses Somalia’s efforts to transition from clan-based indirect political representation toward multiparty politics and universal suffrage, highlighting the institutional, political, security, and electoral challenges affecting this transition.
