Summary

This report presents the results of a five-day Planning, Monitoring, Evaluation and Learning (PMEL) training conducted in Garowe from 22–26 June 2025. The training strengthened practical planning and MEL capacities of 29 staff from 17 Puntland government ministries, departments and agencies (MDAs), covering results-based planning, digital data collection, data analysis and interpretation, reporting and visualization, performance tracking, and action planning. The training was delivered under the World Bank-funded Barwaaqo Project and emphasized hands-on learning and practical application of PMEL tools.

Summary

This final technical report presents the implementation and results of the Translation and Dissemination of the Puntland Internship Policy under the GIZ SEIPP Project, implemented in collaboration with the Ministry of Labour and Social Affairs (MOLSA). The assignment included the technical translation and quality assurance of the policy, multi-stakeholder validation, integration of stakeholder feedback, dissemination, printing and distribution. The process strengthened institutional ownership and stakeholder coordination and contributed to preparing the Puntland Internship Policy for effective implementation, with the broader objective of improving youth employability and strengthening labour market systems in Puntland.

The report also reviews democratization experiences in Puntland and Somaliland and discusses Somalia’s efforts to transition from clan-based indirect political representation toward multiparty politics and universal suffrage, highlighting the institutional, political, security, and electoral challenges affecting this transition.
